Intermittent listening as an alternative
It exists, it is evidence based, and it is rarely offered.
Listening at intervals with a handheld doppler instead of continuous straps produced no more deaths or cerebral palsy in the trials, and fewer cesareans, at the cost of more newborn seizures. It requires one-to-one nursing, which many units cannot staff. That is an honest reason to decline it. "This is just how we do it here" is not.
